أصدر رئيس الجمهورية العربية السورية أحمد الشرع المرسوم رقم ستةٍ و أربعين القاضي بإحداث “المؤسسة العامة لمياه الشرب والصرف الصحي” كمؤسسة ذات طابع اقتصادي تتمتع بالشخصية الاعتبارية والاستقلال المالي والإداري، وترتبط بوزارة الطاقة، ويكون مقرها في دمشق.
ويهدف المرسوم إلى إعادة تنظيم قطاع المياه والصرف الصحي في سوريا، من خلال إحداث شركات عامة في جميع المحافظات، تتبع للمؤسسة الجديدة، وتحل محل المؤسسات والشركات القائمة حالياً، مع نقل كافة الحقوق والالتزامات إليها.
كما حدد المرسوم مهام المؤسسة، والتي تشمل وضع وتنفيذ السياسات والاستراتيجيات، والإشراف على المشاريع، ومراقبة جودة المياه، وضمان الالتزام بالمعايير الصحية والبيئية، إضافة إلى تعزيز التعاون مع الجهات الدولية وتطوير الكوادر البشرية.
